At first I thought you were talking about your face, and my answer--though some would argue I'm wrong--is no, I don't think you ever need to get laser or electro on your face. There are plenty of genetic women that deal with facial hair. No big deal. Now if you have a lumberjack's amount of beard growth then you may want to consider hair removal.
As for your genitals, which is what you're speaking of--yes, I have been told that in order for the surgery to be effective your scrotum and taint must be hair free, not just shaven, but permanently hair free. In which case you would need electro down there. The reason is that when they invert the skin to form a vaginal cavity it would not be a good thing if hair started growing inside of it--inside of you basically. It would be hard to clean or remove it then. The mons pubes can still grown hair though and can simply be shaven for the surgery. At least that is what I have been told.
