the doctor i am seeing is the one who makes all the final decisions and gets to chose who is refereed for what within the practice.
I am planning on asking for a referral to a GIC/physiologist but would he be allowed to deny me this treatment?
I'm pretty sure he can't, if I were you I would do some research about the process since I don't know anything about how NHS works over there.
If he denied you life-saving services, than its either your fault for not explaining how you feel, or his fault for not following his oath. It really comes down to what you tell him and how you tell him; after all how is he supposed to guess what you're thinking. I work in retail, I get stupid questions from people all the time.
This week a lady picked up an item off of a cart and asked me, "Is this a new item?" And she didn't even look around before asking, the aisle with that particular item was only five or ten feet from her; meanwhile I'm using a price gun to see if the item is new or not...The point is that if you don't ask the right questions and say the right things, the system will point you in the wrong direction.
