Ahaha, I can see what you're talking about. My region, a little oasis of civilization of no more than 150 000 people among the forest, somewhat far away from any other city, was thought of like that not long ago. When I was a child and the Internet was still not quite omniscient in families, I heard from "outsiders" (people from the bigger cities in the South) they thought we had no running water, electricity only in the very center of the main city and that almost everyone had a cow.
And I support what you say. From what I know, most of Europe is a much more "civilized" place than most of North America is. Never heard of people not washing much. Well, maybe I did hear that stereotype of a French man with sweat circles under his arms carrying a baguette bread under his arm. Can't check it because I only know Europeans through the Internet, but I'm pretty sure that's false. :p
