I notice that a lot of people have personal blogs on here... How do you make one? Also, how do you become a moderator? Do you have to have a certain rank?

Fifty posts are necessary for a blog here, each person is the moderator of their own blog. The blogs are subject to the same TOS as the rest of the site. There is a New Blog Requests section at the bottom of the index page.
