I've got a problem finding dress shirts- I tried on a 14 1/2  32/33 and it was too big- the neck was just right but the shoulders were a little too wide but okay, and the sleeves were way too long. Any shirt I've found after that in the boys section would almost fit- the boys 16 was too narrow in the body and neck but the 18 had too long sleeves.
Where would be the best place to get men's shirts with shorter sleeves without getting super expensive shirts?

You could get one custom made, but outside of that, it's going to have to be tailored no doubt about it. I'm in the same boat. Only my neck is 18 1/2 with 32/33 sleeves which is REALLY hard to find.

i have the opposite problem i need 15" neck and 34/35 arm length and those are still a bit big in the body.

I've had success with the more casual types (e.g. eighty eight). It's hit and miss. They're all different so it takes actually, physically having them in-hand to try on before buying to find 'the one'. Really, it is ridiculous but there's usually that diamond in the rough. But I never wear those buttoned, so just FYI. Actually, I think a T-shirt with an open button shirt (or even a sport's-suit jacket) looks better on everyone but that's just my opinion.

As for the real-deal, business/tux types... yeah, they're much more of a problem. I can get away with them up to the 34/35 sleeves it's just that they come down to my knuckles which if being realistic, isn't all that bad as say over or surpassing the fingers. I can just get those hemmed up a little in the shoulder seam to fix that really. But my main issue overall is that my neck is really stocky and not because of fat. I need at least a 18/18-1/2" collar but good luck finding one of those in anything other than a 2X chest/waist ratio. Circus tent, anyone? So I also have to instead get the proper fitted chest/waist ones with the too-small collars and just keep those partially unbuttoned (1-2) to work. Really though, that also in my perspective looks better especially if there's no tie or bow.

It is funny somewhat though because I imagine the shorter cisguys of about my same build (oh, they're around) have the same frustration. When I spot them and its rather often, they're never wearing anything but a T-shirt so I assume there really isn't any magical clothesline for us, cis or trans.

Personally, I think its high time for a Short & Stocky's. I for one wouldn't be offended in the least. It in fact needs to happen. They have a Big & Tall. Where's the Short & Stocky's?!

Do they have any husky sizes?

You can use this link and get a $20 off coupon to a site that does made to measure clothes. If you want to just try it out and go for the least expensive options, it would end up costing like $18 after expedited shipping for a blue oxford, and I think they have like 2 other types of fabrics. Slower mail is maybe like $8? But it's really slow.

I just discovered that there's several department stores that will tailor certain things for free if you bought the item from them, and shortening/lengthening sleeves is one of the free options- Here's a list of several places http://voices.yahoo.com/retail-stores-offer-free-alterations-4553487.html?cat=46

I have the same problem with the arms being slightly too long. It may not be the best for more formal scenarios, but I always just roll the sleeves up to mid arm.
