so are mtf-mtf, ftm-ftm,   or cis f-mtf. cis m-ftm  entitled to the new federal benefits as same sex partners

Ah, Yes.
Anyway a mtf and ftm are a hetro couple so that would not effect them. Also any hetro marriage that now has a MTF or FTM in it is still a legal marriage as in hetro. The marriage licence never changes genders.

Also if your state is a same sex state then there also. for the MTF-MTF or FTM-FTM
