Birth certificate changes Michigan

Hi I am from michigan and in 2 weeks will be starting T I am going to legal change my name in a month but I have a question. I as of right now don't want bottom surgery I am just getting top and I don't know if I will ever want bottom surgery but my question is "Can I change my gender on my birth records or do I have to have all the surgeries?

AFAIK If you have a doctor that will sign off on the part about "completed all of the necessary surgery for gender reassignment" it will be fine. I know of at least one person who has done it that's MTF and understand that Top surgery is usually good enough as long as the doctor words it correctly.
