Peky, dear, may I disagree.
I know several women who are on public assistance who are very happy with their transitions. They don't necessarily pass all the time, and one of them isn't even on hormones, but they are thrilled with the opportunity to live as the woman they always knew they were.
BA, SRS, etc., is only ONE WAY to transition. There is no right way and no wrong way, and there are as many ways as there are transgender people.
My advice would be that it depends on what you want. If you can afford a therapist, they may help you. Otherwise, most of what you need to know is somewhere on these forums. Keep reading and asking.
My first step was to cobble together a cheap outfit and see what it was like to be out in the world as a woman. After that, there was no stopping me.
