Since I posted my suggestion about using water current/turbine energy, I recently read on the front page of a Seattle paper that they ARE working on putting in water turbines into the Tacoma Narrows and other areas of the Sound to generate electricity.  The turbines would not hurt fish - Tests show that the turbines turn slowly and fish just swim around them.  They're underwater and thus no problem for navigation/boats.  The turbines in the Narrows would generate electricity for over 10,000 homes.  They hope to put current/turbine plants throughout the Sound.

According to the Peninsula Light Company newsletter 82% of the power in the Tacoma area is hydroelectric.  Oddly enough, the Renewable Portfolio Standard (RPS) doesn't recognize hydroelectric as renewable.
