I've been fighting the same shape (and humidity in the deep South!). What is working for me is heavy lifting. I'm loosing fat and building muscle and things are rearranging in the way I want them to go. I lift 5-6 days per week, 2+ hours per day. Yeah, it's a lot. But I've got a lot of stress right now and it's keeping me sane as well as putting muscle where I want it to go. I'm focusing on building shoulders to even out my hip bones. Lots and lots of deltoid work (which takes care of my traps at the same time.) The gain is slow, but noticeable. (I've been working out since May and got super-serious on Sept 1st.) You might get results quicker. I'm a bit older, so sometimes, results take longer for me. When I stall from weight lifting, I add running/walking until the scales and my body changes again.
I'm down from a 38" to a loose 36". Also, look at cut of jeans. I stick with Levis. The 529s are very loose. Not very flattering, but plenty of thigh room. The 514s are tighter in the thighs but still have plenty of butt room. My faves are the 501s, but I couldn't wear them at first b/c of my hip to abs proportions.
In my experience, the only thing that works is putting in the sweat. Good luck!
