Officials at jails in both counties deny the allegations. A private company, Armor Correctional Health Services, has contracts to provide medical care to the two facilities.

The company also denies the charges, but acknowledges that in some cases medication is delayed because inmates have refused treatment or won't cooperate.

Last week in California the family of an HIV-positive transsexual awaiting deportation filed a wrongful death suit against the federal government alleging she was denied medication.
