Hair removal in Washington DC

After years of laser, I have mostly small/thin/transparent hair on my face, but a few black hairs here and there. I recently moved to DC and I don't know where I could get electrolysis done under anesthesia to have good hour-long sessions. I've read E3000 does 10 hour sessions but I don't have the money to do both the hours electrolysis and to fly to Texas. Any suggestions in Washington DC?

I also want to do a few more laser sessions for the sideburns. Any idea? I know there are different lasers. "pulsed light" doesn't work very well even if I have very pale white skin with jet black hair. "YAG" does, but in some countries is only done by MDs. I wonder what are the options in the US.
