Clitoris growth question

Do you have to continuously be on T for whatever amount of time period for the clitoris to grow in size?   Let's say if the person is on low dose (at a male range but on the low side of the normal) does it simply mean it will happen slower or does it mean there is a lesser chance of it growing? 

Also, how long after continuously taking T does one notice the growth?  How long is required for a meta?

Low does results for me have been growth in spurts (like voice drop), but very modest growth.    Couldn't find size info for meta, but I did see where you need to be on full dose T for two years, so growth can maximize, before meta.
