My understanding is that there is no legal requirement for any doctor or clinic to follow the WPATH guidelines, but some believe it is the best and most ethical practice. The alternative is informed consent, which means the doctor provides information, the patient consents treatment, and HRT can begin fairly immediately. (Depending on blood work results or other health considerations. Also, it's not quite so simple for legal minors.)
So then I don't think it depends from state to state, exactly. That said, I'm in the NYC metro area, which made finding doctors and clinics with informed consent policies very easy.
I'm also neither a lawyer nor a doctor, so I could be wrong about following WPATH guidelines not being legally required anywhere.
