Any ideas on how to look gorgeous pre anything? I'm 17 and trying to see what I can do without buying those expensive online "look like a girl" kits. Any ideas?

When I started, I needed a wig but you can grow your own. Makeup if you purchase only what you need is relatively inexpensive. If you are small in size, second hand stores are a good source of good quality inexpensive clothing. As time goes on the mix can be adjusted a bit as you discover what works and what doesn't.

You might enquire at a local beauty supply store for help because I had my first makeover for the cost of the makeup I needed. They will know what colors work for you and have testers they will use to get the colors right.

Not sure what a "look like a girl" kit is. What is your end state? Breasts, wig, hips etc... tons of padding for curves, or just flattering clothes.

There are many tricks to looking fabulous. Tape, breast forms, balloons, foam cushions and tights, body shapers, waist cinchers, corsets.

The cheapest breast form would be 12" water balloons filled with a gel shampoo. They bounce some, will warm up to your body temperature (And it smells nice too).  A little cleavage with some duct tape. Spanx are cheap, keep things tucked in place fairly well, and some come with a control top for some added curves. Foam mattress pad (egg crate) cut to fit under tights and you can get hips, thighs, and butt. Synthetic wigs with a lace front are very cost effective and look great. Even the heat resistant ones came way down in cost lately.

Almost any makeup can be made to look great (if it's your color). The trick to getting the most out of cost effective "drugstore" makeup is in the brushes. Good brushes will make all the difference in the world.

Those would be my most cost effective solutions. Any varied degree of those things would get you an impressive transformation on the cheap.
