'Matthew Shepard was not the only victim on that cold October night. Gays in Casper, Cheyenne, Cody, Jackson Hole and most other places in Wyoming and elsewhere were terrorized by the circumstances of his death. Shepard's death fit the definition of a hate crime. Such crimes cause harm to whole communities, not just the one victim'.
