Most surgeons cite a complication rate with UL anywhere from 20-50%, depending on both the procedure, method of urethra creation, and their personal experience. Fortunately, most of those complications will heal on their own. Only a small percentage require any kind of surgical fix, and because of the multi-stage nature of bottom surgery, they are usually just corrected at the next stage. There is a greater risk of urethral issues if you choose not to have a vaginectomy. Many surgeons won't do one without the other. Personally I'd talk to a different surgeon. You didn't mention who you spoke with, but I've only ever heard of two that automatically try to dissuade people from pursuing UL wholesale, and they are both surgeons that I wouldn't recommend to anyone.
The majority of guys I know who have had bottom surgery opted for UL, only two did not and that was because they are much older and didn't feel that they were healthy enough to deal with potential complications and it wasn't important to them. Of the guys that had UL done, most have had at least minor complications and two that I can think of had complications that required surgery to fix. With one exception, I can't think of anybody I know that isn't peeing normally at 6 months post-op. I would be happy to update with my experience in a few months.
Also - please check your language. You're entitled to your opinion, but saying things like "so called penis" and inquiring as to the point of having a penis without being able to pee with it is tough to hear for many guys who go through these procedures. You can say "I personally wouldn't want to have bottom surgery without UL", but stigmatizing the choice for others is not okay.
