Choosing Eyeliner

So as I'm getting more and more comfortable with who I am, I'm finding myself more and more drawn in by the allure of cosmetics and I found myself experimenting with eyeliner. And so I'm curious: how does one go about deciding what eyeliner color works best for you? Does it have anything to do with eye color, skin tone, or even the event you're going to (I'm COMPLETELY new to makeup and my girlfriend is already asleep so I can't ask her until she wakes up)? I'm caucasian and have bluish-grayish eyes with lots of green and brownish inner flecks; I really like the way more navy kind of eyeliner looks on me but I was wondering if I could get some advice.

To be honest I just use plain black or a very dark brown and have never used other colours. I'm a blue eyed blonde but have naturally dark eyebrows/ lashes, so it looks fine.
I suppose I should also try some different colours
