"Tammy Baldwin, an out lesbian and Democrat who represents part of Wisconsin, championed an amendment that would put gender identity back into ENDA. A group of representatives stood with United ENDA and Baldwin. They had 20 to 30 Democratic votes to oppose ENDA without gender identity. That could have killed the entire bill.
That opposition evaporated when HRC and the Democratic leadership pulled out the big guns.

HRC told members they would score their votes on ENDA. Suddenly Democrats were faced with the prospect of having their no vote on ENDA listed alongside right wingers who have consistently opposed the gay community.

"I think it also scared people that HRC said they were going to score it," a Capitol Hill insider told Gay City News. "
