I work in and around the military every day. This is a non topic. It is rarely, if ever, spoken of. LBGT, politics, and even religion are mostly non topics. The military is kind of a different society than what exists outside (an understatement). We all get along. Those that can't get along get booted out. People snivel and complain all the time about how one thing or another sucks but normally not about these topics. It's usually about stuff that actually matters like how much it's sucks to be eating frozen MRE Chicken a'la King or how much it sucks to be out in the rain all night at 40 degrees.
However this is finally implemented, some will like it and some will not. It doesn't matter. Whatever is decided will work. So in this case I don't believe there is some widespread conspiracy in the military to try and turn all of this off. Rather I think that like everything else the people in charge are trying to plan this out to the smallest detail to make sure it works without any unforeseen problems. It may appear to be an overly conservative way of implementing the changes but it's simply the way everything is done. That's one of the reasons we nearly always win.
This all reminds me of back in the 1970s right after Vietnam when racism was a huge issue in the military. My Father was in the Air Force and he told me something I'll never forget. He had addressed his Airmen on the issue and told them (I paraphrase) "I don't see any of you as white or any others as black. Everyone here is blue." This is the same thing - as long as the politicians and activists simply leave it be.
