There are two things to consider -- the tightness of your waist, and the curves below your waistline.
You can tone the muscles of your abdomen with exercises like sit-ups and crunches, and side bends or rotations for your obliques, and this can help, but if there's a layer of fat over all that the tight muscles won't matter much -- and all the muscle in the world there won't remove that fat. The lack of a defined waist will in turn make the curves below your waist seem less curvy.
So the key to is to get thin, right? Well, except that abdominal fat is often the last fat we'll shed, which means sacrificing the curves along the way. Which defeats the purpose. But putting on weight won't help either, because the abdomen will take up more than you need for a defined waist! It's a Catch-22.
I do think the "solution" to this is a Brazilian Butt Lift or BBL, which is really just autologous fat transfer -- where fat from the torso is liposuctioned away, purified, and re-deposited in the hips and derriere. Aurorasky, you already have some nice curvature at the bottom of your booty, it's just lacking around the hips. I think you'd be a very good candidate for this procedure given your current physique. To prepare, I'd recommend exercises that really target the glutes and hip muscles -- glute bridges, glute presses, and hip abductions. (Squats can also help, but tend to target the quads more than anything else.) The better your musculature around the hips and glutes, the better your BBL results will be.
