The Church of England issues guidance on bullying to its schools.  It has said that pupils should be free to explore "who they might be"

Most Reverend Justin Welby said: "We must avoid, at all costs, diminishing the dignity of any individual to a stereotype or a problem"

I'm sure views on this vary. I still think at some level there should be a dress-code for school children, though it should not be restrictive by gender or any other divide.
The reality is that when they grow up and move into a workforce there will likely be expectations on their presentation,  to pretend this doesn't not exist is an attempt at ignoring that reality.
School and childhood more broadly should (at its best) prepare a child with the skills to integrate academically, socially,  and emotionally into their social environment.

As I understood it, the guidance was really aimed at being inclusive of all genders and sexualities in C of E primary schools.  Being quite clear that children shouldn't be mocked for what they choose to wear.  This includes playtime where they should be encouraged to dress up however they like - be that as a power ranger or a princess

I guess this would suggest that it is also fully acceptable for children to wear the uniform of whichever gender they identify with without fear of bullying
