Insurance in Colorado for GRS?

Okay......So my current insurance policy is coming to an end soon.  Or.....it's time to renew.  I have Kaiser Permanente, and so far have been really pleased with them and how easy they have been to work with in getting my HRT and things. 

  However.....I called their transgender coordinator today to ask her some questions...  It turns out that they currently only authorize ONE surgeon.  Dr. Dugi up in Portland Oregon.  I have no problem with what I have seen of him.  But the problem is, since he is the only one they use, they apparently have a very long waiting list, and sometime in 2019 is the soonest I could possibly even get in for a consult with him.   I have only been on HRT for a little over 4 months now, so it is still early anyway, but I like to get things rolling in the right direction early.

  But now I am wondering if maybe since my insurance is due to renew soon anyway, if maybe there is an even better plan out there that would be more beneficial to me at this time.  For one.....with my current plan, I am going to have to pay around $7500 out of pocket for the bottom surgery.  I am willing to figure out how to do that, but I know of others who have paid far less than that.  Also I feel like my HRT is costing me a little more than others pay with their plans.  Also, Kaiser will not pay for vocal surgery.  Do any of you happen to know of a better insurance company with a better plan that will cover GRS more easily, and cover more of the cost, and possibly more than just one surgeon?  And does anyone know of any policies that will cover vocal feminizing surgery?  Kaiser will only cover voice therapy.  Which if that works good, and I have seen good results from people, then that's great.

  Also, my Kaiser plan will only cover up to $500 of laser hair removal costs.  And only after you have been on HRT for 6 months, and they make you pay for it out of pocket and then submit the receipts for reimbursement.  Again, up to a max of $500. 

  Any ideas?  I'm sure all of this information has already been posted in various places on this forum, but I am in a hurry at the moment, and already spent some time searching around.
