I don't care for the long binders, especially in summer, and i've found that the shorter ones bind better for me. But the longer ones are an option. I used to wear the underworks swim binder all the time and it sort of compressed the belly a little bit. Or you could get a regular compression shirt to go over/under the binder you have.
I have the same issue with a belly and hips, but i've learned to ignore it for the most part - i would rather have a flatter chest and a belly than a feminine top half. I figure the belly fat will work it's way off over time as i change my diet (eating healthier) and start exercising more (i do yoga, cycling, and weights/bodyweight 3x week now). I've been told it's the hardest to get rid of and to be patient. T will also help burn a bit off, and shift the fat off my hips, but that takes a lot of time so i'm not counting on it too much.
Unfortunately weight loss can't be limited to a target area. You lose all over, little at a time. But if you are a bit overweight it doesn't hurt to work towards a goal of losing that weight, and over time even a little bit can seem like a lot. You can also work towards building muscle which can give your upper body and legs more of a bulky look to offset the middle. Start a little at a time, develop a routine, and also work on your diet (reduce carbs, sugar, processed foods, fast food, etc - start with one thing at a time.) Don't give up.
