Ever since I operated my chin months ago I'm having great discomfort in my lips which is NOT HYDRATING well anymore. It seems nerves have been damaged during the surgery. How to fix this issue? Anyone else having same problem?

Vitamin B-complex especially B6. The nerves have the ability to heal and regenerate, it only takes time. It seems that your sensory nerves have been damaged and it can take sometimes years to heal and reconnect.

I can't relay to lips, but during an accident, my thumb got cut off at the base.  It was reattached, and it took well over three years, until I had the full feeling back in the tip of the thumb.  Nerves in lips have a way shorter distance to grow, and the feeling should come back in a few months.

You wrote "lips" in plural, so I guess you are including the upper lip too, which is not related to the chin nerves at all. Did you get a big lip lift along with the chin surgery? If you did, I would incline to think this is the cause of your dryness. Aggressive lip lifts can reduce the ability to put the lips together, which makes air pass through them. You can even breath through your mouth without noticing it, at least when you sleep. Very high or very low temperatures can make this worse
