Dollar Store Makeup

Most makeup is primarily mineral pigment, mineral oil or paraffin, propylene glycol, and water in varying proportion. You're probably not going to see much of a difference between the "el cheepo" stuff and the major brands.

I would completely disagree with that. Dollar store foundation is watered down and doesn't sit on the skin the same way that a quality foundation does.  I don't think you need to go all high end and chanel, but MAC has amazing make up and foundation.  Dollar Store lipsticks seem to work about the same but dollar store mascara is a joke, I think you'd get better use out of a sharpie marker.

For a fairly decent but inexpensive brand to practice with or even use regularly if you're on a budget, I would go with e.l.f.   
You can select off of $1 essentials, $5 mineral and I think they have a studio line as well 

They are almost always running good specials and you can get a good amount of make up at an affordable price

I have found that some of the makeup at dollar stores to be a good value for the money.
But not all of it.  The lip glosses I tried were not that great, but I really have not used it much since the college days.  I do not use it at all now.

It may be a good place to buy to avoid spending more than you need to.  But it is still good to have someone help you with beginning makeup.  A friend or a makeup specialist at one of the big stores can be quite helpful. Sometimes a transgender group may have a day where you can go for a makeup session.

My recommendations for budget makeup are to check out Five Below if you have one near you, they usually have solid stuff for very cheap (LA Colors is a decent budget brand). Marshalls and TJ Maxx also have some killer deals on brand names, especially around or just after the holidays. After last Christmas I got a set of 10 mini bottles of OPI nail polish for example for only $10.

I agree with the LA Colors brand being a good one and that it can be found at times at that dollar store.  The lipstick is inexpensive, so much so that I really do not mind touching up my lips after leaving a lipstick mark on my coffee cup.  It costs so little.  Please it is nice in away to see my lipstick marks on the cup!  A woman's minor pleasure that is.
