CHEYENNE — A bill to explicitly define gender terms is headed to the Senate floor.
House Bill 32, "What is a Woman Act," provides statutory definitions for sex, female, male, woman, girl and boy based on reproductive organs.
Rep. Jayme Lien, R-Casper, is the bill's primary sponsor. ... the goal of the bill is to ensure these definitions are legally defensible in court and give the state's judicial branch a tool to define male and female.
A similar law passed by Montana in 2023 was deemed unconstitutional.
Amber Pollock, a Casper resident, urged the committee to consider its wide-reaching implications and consequences in existing Wyoming statutes. ... the terms "male" and "female" refer to livestock as much as people in statute.
"... I also found that these terms appear in ... Family law, health care, assault and battery, inheritance and more," Pollock said.
Elliott Hinkle, a transgender person raised in Wyoming, said the bill could adversely impact the state's trans population; one that pays taxes and are vital members of their communities.
"I don't think folks actually need to know what is in my pants or where I use the restroom or the box that I check on a document," Hinkle said.---------------------------------
