Just One of the Girls (1993)
A guy transforms himself to a girl to hide from a bully (and the bully ends up being attracted to the "girl" who has no interest in him obviously) but the transformed boy to girl is attracted to a female student. He (transformed as she) ends up on the female cheerleading squad.
