She didn't go into the meeting dressed as Susan, but she came in to come out and start her transistion as Susan. She had come out to several council members and expected to come out to the whole council with a plan to transistion. Clothes or not, she was there as Susan. And sorry, we can still criticize her because she didn't think through the situation. As the city manager, she should have expected or known the possibility that publicity would be there or afterward in some form. Did she really expect everything and everyone would be nice, and no one would call the media?

As for dressing she started dressing in public long before coming out two months later. She admitted going to official meetings and other events out of the area as Susan. That doesn't deserve criticism for representing the city as a (then) cross-dresser?
