Among the questions, Gibbs said, were how law enforcement would be permitted to do a search for someone in the midst of a gender change; whether new restroom or housing facilities would be needed for transgendered people in state prisons; and whether private employers face new liability.

Those were among issues raised by opponents as the bill was debated in the Legislature, but Gibbs said the governor wanted to stress his concerns were technical and not necessarily substantive. "The governor is against discrimination of all kinds and against discrimination on any basis," he said. "Any concerns about this bill would be practical in terms of its implementation and technical, also in terms of its implementation."

An advocate who worked for passage of the bill said all of the questions could be answered and generally are by the legislation. "There's easy answers to all of his questions and I hope he asks people who know the answers," said Christopher Kaufman, executive director of the R.U.1.2.? Community Center, which serves the gay, lesbian and transgender community.
