I cannot seem to figure it out.

Welcome.  You'll be able to load personal photos and use a few other features (like PM) once you've made 15 posts.

I think chat is open all the time, though, like anything else, some times are more popular than others.

I just wanted to add this and since I do not know where to put it I'll just put it here.

I would like to thank everyone for their patience with all of my questions.
You all have been truly fantastic with your willingness to help me learn about a lot of things.
I must confess that it has caused me to look at many things in a different light.
