I am not sure if it's related to masculine/feminine, the only other person I met that has the same shape was a ftm/gender queer pre-t, most my friends and mom and her boyfriend have it just about the same as belly button or below, while the guys tend to have it below.
I think it's more related to a short torso.
Then again I also kinda doubt my hips are broad in any way as they might should be, which is a bit more of a female/male hips marker than where the illiac rest is.
Although I am quite happy with the body measurements 2.5 months after estrogen (5.5-8 if you count the 3-4 months I took estrogen over a year ago), and they are probably just going to improve.

What contributes to this kind of shape if it's not the position of the hips anyways?

It looks as if her hips extend quite high, although maybe a bit narrow too? would you count her as triangle shape or hourglass?
I have that same thing, just with more fat on my waistline at the same time
