"No space for identification is provided for transgenders, which leads to their complete isolation from the very fabric of Indian society," Justice Sathasivam said, adding that there should be separate columns to include the third gender in all government forms.

Suggesting the creation of a separate database of transgenders at national and state levels through a survey or the ongoing census, Justice Dalveer Bhandari said, "Unless we have the exact number of transgenders, no scheme can be effectively formulated."
