If I understand the question correctly, it is more rather Florida will issue a new drivers license without an amended birth cert.
I am from Virgina and living in Virginia, so I have looked into this a bit and from my understanding, there needs to be some sort of physicians affidavit for permanent irreversible gender surgery, exactly what that surgery would have to be is however, seems to be a bit more vague. It says 'gender surgery' but, would a hysto or an orchi be covered under that term, or only more complete surgeries? I doubt anything would be challenged in court though as long as the procedure was surgical in nature.
