Generally a cross dresser is a person who likes to dress and present themselves as the opposite sex. Usually it has nothing to do with a sexual fetish or sexual release. It is because they simple enjoy doing it. And women can be cross dressers too, but society just looks the other way when they do it.

I disagree on some of the opinion made by Janet, Maybe on some cd they want to show themselves as the opposite sex, but not "in general"
The CD is the one person that at least uses one or more cothing shoes accesories made for women or identified that only women in the society can use but not men, and viceversa, also women that uses men stuff only for men (actually most of men clothing has a version for ladies now) but for instance briefs, or mens shoes, or simply to look like a man, thats is simple crosdressing, other women goes directly to transition before crossdressing, when they are really looking for the complete identification of being a man and being threated by passing as one.
In men for instance i guy who loves to put on hose and feel the softness of the silk in his legss is a crossdressing habit, he is not trying to be identified as the oposite sex, evene if he is wearing all the stuff, heels, wig, makeup dress, and go out and about, he is still the same guy maybe he would like to explore himself and venture the world as a woman, maybe he will like to play a game to be a woman for one day, but at the end he is the same guy and lives his life as a man. once the guy decides he is the girls he had been developing when cd, and he feels to have the other identity, he is entitled to be something more than a cd or tv, maybe trangendered.
So the point is if your friend is only using wearing stuff is complteley normal and fun, but when he is transitioning, then is a decision of life, which is very personal.
