Legal gender change in Colorado?

Hey guys,
I'm looking around and not finding much on what it would take to change legal records in Colorado. 
This is the most information I have found:

"In order to change the name and gender for a person born in Colorado, we need a certified copy of a legal name change and the judge ordering us to change the birth certificate because of gender reassignment. Once the surgery has been completed and you have the court order, we need a notarized letter or our correction form (website-www.cdphe.state.co.us) and $20.00 to correct the certificate, $15.00 for one copy of the birth certificate and $6.00 for each additional copies."

So is full surgery required for both a name and gender change?  I would really appreciate any info you guys have on this.

anyone in the US can change their name, although for birth cert (gender marker) change regulation is separate. that (quoted material) is basically saying they want a court order which uses a surgery letter as evidence of reassignment.

That's good to hear about names.  I'm mostly wondering what the court requires surgery-wise before they will approve the change.  I've heard about people being able to do some changes while just on T, others who say top surgery is fine, and some who think that you need full surgery.
