So that getting the job you want is made easier by already working there (assuming you are working there successfully). The new position can look up your work record, talk to your current manager and all that, and since you've been there for a while it's assumed you have some knowledge of the corporate culture running the place.
Yes, check in and let the recruiter know that you are open and available for other positions. That you want to work for that company, and are willing to start anywhere to get your foot in the door. I've always though it was good to show determination, take the initiative, and all that stuff.
