I wouldn't expect to find any individual insurance for TS coverage. Insurance worked for insurance companies by diluting risk across many people or over time. If an insurance company provides coverage as part of an individual policy that destroys their ability to spread across a group.

With a group policy an insurance company could look at the group and say statistically 1 in 1000 people from this group will apply for TS coverage, the average cost of coverage is $40,000 and the average time a person has insurance with us is 5 years. 1000(people) * 5(years) = 5000(insurance years) * 12(months) = 60000(insurance months) 40000($)/60000(insurance months) = $0.67 monthly increase in costs to provide TS coverage for this group. Add a profit and raise the premiums of every one in the group to pay for the TS coverage.
If an insurance company provides individual coverage for TS known TS individuals will beat a path to their door and will apply for benefits as soon as possible. In the group attracted by that coverage the payout rate will be 100% which if we say the avg time this group spends with the insurance company remains the same by losing the effects of group dilution the cost of coverage increases 1000x from the previous example and their cost of coverage would be $666.67/mo + profit + your regular premium costs. In order to dilute that they would have to require a huge waiting period where you are paying premiums without being able to claim TS coverage. In the end you would pay more to your insurance company for the coverage than you would pay just paying the bill yourself.
