The answer to the main title is "Yes, you can be both", but I'm not sure that is the real question. You also want suggestions to help you appear more feminine.
Some of the more obvious answers would be hair, clothes, make up, body shapers, nails, voice and movements.
Hair - Choose a more feminine hair style, either by styling your own hair or wearing a wig.
Clothes - Depending on how feminine you want to be, skirts, cute tops, pants, jeans...whatever. Don't forget shoes (as if). Please keep in mind that one should dress according to what they will be doing and the people around them. Don't wear a wedding dress to Wal-Mart unless you want people to stare (and most likely laugh), and don't wear hooker clothes unless you plan on working a corner.
Make Up - Sounds like you have this one covered.
Body Shapers - Breast forms (Not OMG huge), hip pads, Spanx and all those things to give you curves in all the right places. Don't get carried away, most girls don't look like Barbie dolls, and 36-24-36 is a lot closer to a lock combination than most girls' actual measurements.
Nails - Clean and neat at the minimum. Long, polished, fake, stick-on...your choice.
Voice - You can look like Angelina Jolie, but if you sound like Brad Pitt, you won't fool anyone.
Movement - How you walk, stand, express yourself can also be a dead giveaway. If you walk like a cowboy fresh off the trail, or a linebacker after a ball game, those heels are going to look a little out of place.
Before anyone can be of a lot more help, there are some questions that must be answered...at least in my mind (wherever I left it)
1) Is this a sometimes thing, or do you want to look more feminine all the time?
2) Are you wanting to gradually change your look, or go for something quicker?
3) How far do you want to go, and how much are you willing to spend? Electrolysis and/or Laser Hair Removal is a good thing to get rid of that beard shadow, but it ain't cheap. Hormone Replacement Therapy is a permanent thing, and not to be entered into lightly (or without a doctor's supervision). Neither is FFS.
Another suggestion would be to visit the M-t-F and Cross Dressers sections for how to help to overcome those guy features/traits and begin to appear more feminine.
