Well where do I start?

I'm Jessica and am 28 and currently in limbo. I know I want to be a girl but have major self confidence issues which are preventing me from doing more about it.

I currently dress at home or when I'm out with friends (getting ready at their houses) and "underdress" locally.

I know that I need to just do it to get the confidence but it's a vicious circle
