I don't want to be mean, but I think you're not even on the right way...
You just sound like a guy who's really depressed and is trying not to be too loud because people are sleeping to me... That's pretty harsh, but I've seen a lot of people think their voice passed while it didn't at all, so I don't want you to get false beliefs.
But don't despair. Almost everyone can get at least a decent voice with the right practice. And if you can't, you can try to find a voice therapist, or buy a "do it yourself" training program like Kathe Perez's. Expensive, but people say it works. Even more expensive, there's always voice surgery as a last resort. My girlfriend just had hers done in South Korea with an
exclusive technique, and even though she's still healing, she sounds awesome to me.
But chances are that you can do it without surgery. Almost everyone can, though I think many need professional voice therapy. Surgery is only needed in very rare cases. Most of the time, like I'm almost sure it was the case for my girlfriend, it's just for comfort. And with its high costs and, often, risks, it's best to try other ways before going there.
