      Unfortunately some people have to reduce everything in their minds to some kind of racial offense. Hopefully they can give us a break, and we can all just be people for a change.

No, it refers specifically to the Romani people the vast majority of the time, is considered a slur by many (although some Romani self identify this way, especially to non-Romani who often only know the term "gypsy"), and these sorts of costumes play heavily on stereotypes of Romani, including the idea of Romani women as being especially sexualized.

As some background the Romani are an ethnic group that originated from India but traveled throughout europe and mixed with various countries. In eastern europe they live in conditions sometimes approaching Jim Crow levels and have a history of being widely targeted and discriminated against throughout europe.
