It has to do with the FTM procedure vs living as a male. I don't know as I didn't read it, but I think it would include being on T. T is required for some FTM SRS as it,um, grows the downstairs package. This they use as part of the SRS procedure. Normally there is not enough growth after one year and one would need two years. I don't know that this is the case for phallo, but it is for the meta (the two common procedures). Tried to word this delicately. LOL. But you can actually read about what they do which is MUCH less delicate.
Also we can get top surgery normally much sooner (if we can afford it). I am really going to have it after 8 months "full time" (the concept really is somewhat foreign outside of bottom surgery, at least in the US. Often people go full time when they pass, which is easier for us guys due to the power of T (which in reverse makes it harder for you'all). But anyway it is possible to have top surgery before you even come out. I think of top surgery as the more main surgery, as it is pretty universal and a huge part of passing as guys. (I'm not saying everybody will have it, or that some guys might not want bottom surgery more.)
