They being the apartment complex, would make me pay 2,000$ as a breaking the lease.
In addition to that, the roommates have to agree.

From what you're saying about your landlord, it sounds like you've signed some paperwork to be at least in part responsible for the bills. Are you the primary leaseholder for this apartment? In other words, is your name the main one on the lease?
If you are the primary leaseholder, tell your brother and his friend that they have to shape up or ship out. Tell them that they're in your home, and their presence will only be tolerated on your terms. And if they don't like those terms, tell them you're giving them 2 weeks (or whatever) to find a new place to stay.
If you're not the primary leaseholder, and it's all 3 of you on the lease, tell your brother and his friend that if they don't mend their ways pronto, you'll give your landlord the required notice that you're moving out and you'll find somewhere else to stay because their behaviour is making this an unhealthy environment for you. If they can't afford the place by themselves, that's not your problem.
Oh, and tell them that since you've paid 1200 more than you should've done, the next 1200 worth of bills are entirely their responsibility, and you expect to see receipts showing that they've been paid in full and on time.
And if you're doing the cooking but they're not cleaning up as agreed, simply don't cook the next meal until the dishes have been done. They'll learn.
I agree with you, I have not cooked for either of them since then, as for the next 1200 in bills, I don't have that option, as I pay the internet bill, which is a total of $40 or so. Not paying the internet would do more harm than good, same for the electricity bill, and thats IF they went with it, if they didn't, it would be worse.
Rent, they absolutely won't go with it.
My name is on the lease, and as such I am legally obligated to pay my share of the lease.
As for saying that I'm leaving, I already have. My brother is fine, he doesn't want me to go, his friend though is a jerk, a BIG jerk(would like to refrain from cursing.) And I WANT to kick them both out or find a place of my own, unfortunately though...
The roommate that is causing issues argued with me at paying back all of the rent I payed to me, he specifically said that I would be paying the late fine, and he wouldn't. I argued saying that I payed the electrical bill, and he didn't, and I forcibly removed my share from the rent, and he said I only payed 180, and that evens out to my paying the appropriate amount, if not slightly more, for rent. He then went on to say he'd get me the $1000, but that he needs something to live on, so he won't pay back the rest for a while(if at all, I think). So from what I can tell, neither of them are capable of paying $2000 each to leave the lease, and neither am I.
I do have an amount that I can pay, but thats a biiiiig "can" I can, but it'd be a very dangerous move on my part and likely cause me to experience more harm than good, in addition to that...The roommates need to legally agree to let me off the lease to let me leave....
