How do I actually add it? Somebody added a really thoughtful comment to one of my posts and I would like to give her a +1 if I can, but I can't find the option anywhere!

You just need a few more posts. 

You should see a Green thumbs up and a Red thumbs down symbol under your picture.

The magic number is 50 posts before you can use rep. I should know as I've had ample opportunity to observe when what features kick in based on post count, lol.

You certainly have. 

Originally, the magic number was 15. But we had newbies who didn't quite get the purpose of it (treating it more like a facebook or youtube 'like/dislike' thing), so we upped it. Smites, for example, are much more serious than just a 'thumbs down, I don't agree' scenario.

I've yet to smite anyone I believe in the few thousand or more posts I've made over the last 2 and a half years. I just don't like the idea of putting that on anyone. Heck, I've rarely up repped anyone as well.
