There are lot of super sexy women close to or over 6 feet tall: Elle MacPhereson, Mariel Hemingway, Terry Ferrell come to mind. As far as dressing sexy or not, though, consider the setting and occasion. It's always best to dress the way other people are dressed wherever you are going. If you dress all sexed up and everyone else is low-key you've kind of blown it (though some guys will doubtless appreciate). If you're going to a wild party, go for it, though, I suppose.
We all have to take our specific situation in to account in putting together our look, of course. Being a TG person puts a particular pressure on us and few of us wish to call undue attention to ourselves. However, I think it's generally better to dress for your frame than your height. There are lots of dressing tricks than can emphasize or de-emphasize certain features.
I use celebs and other fashion figures as dressing role models to piggyback on their style. You just have to pick one with a frame somewhat similar to your own. For instance, TV hose Kelly Ripa is almost identical to me in frame, though on a much smaller scale. I can still look good in anything she wears. One fashion type I like is Sarah Rutson, who is tall, somewhat manish-featured woman and dresses amazingly. She makes great use of accessories like necklaces and bracelets. She often wears skinny jeans, but also looks great in floor-length skirts. This look is great for long waisted people like me because you can raise the waistline a bit.
