You should contact an attorney who's knowledgeable with Social Security issues. Be forewarned that if you want to undergo the process it will be a long and difficult one (even more so than someone for example trying to get disability benefits) and you will probably encounter resistance.

Also, how old are you? If you're college-age or younger there will probably be little benefit for all the effort you'll have to endure (since the main way a SSN would out you is if someone "traces" it; and given how they compile the information a name changed prior to or just after coming of age is less likely to - and if done before you'd have any applicable records shouldn't - show up).

Here's another thing to consider if you're getting a new SSN: In terms of your credit, etc. history that will make it appear you have none. Unless you're in one of the situations (just come of age or immigrated to the country) where getting a new number would likely be a waste of effort anyway, having no history of any kind will likely raise as many eyebrows (if not more) than having an opposite-gender name recorded.

I've only legally changed my name. I was born outside the us, but I am a citizen. I did not need my birth certificate or document of birth abroad, but I did have a passport, which I used.

Also, no need to wait to use the men's restroom in general. I do almost all the time (except work) and I'm not on T and only get perceived as a guy maybe 50% of the time.

Your passport was sufficient because it proves you're a citizen (which is what the SSA wants) - just like to get a new passport an old one can be used as proof (which if the name on your birth certificate is not your current legal name may in fact be the easier way to go if you have an old passport in your possession).

I believe even an expired passport might work.

I was unable to change my name today. I was not able to change my name today One of the questions they asked me, when they were trying to help is if I had an old passport. I have none. And my "Child Born Abroad of American Parents" form was not the current one they want. So they couldn't help. They did give me some help on what I need to do next. When I can think better I will post it if anyone needs it.
