Where you fit on the gender spectrum depends on what you feel you are inside. It could be that you're a woman who doesn't mind having a penis as long as you appear to pass as female. You could be a man who just likes the thought of appearing feminine. Or you could be something else entirely - not everyone fits into the categories of "male" or "female".
Do you like the thought of being seen and referred to as a woman, going by a female name and pronouns, etc.?
Personally, I consider myself to be agender (i.e., genderless). I sometimes present myself in a somewhat feminine way and sometimes in a more gender-neutral way, and I also plan to buy some men's clothes so I have the option of dressing more masculine as well. I was born female and don't mind the body I was born with, but I do often like the thought of being flat-chested and recently even bought a chest binder (which I've wanted since before I even came to terms with being nonbinary). I still go by my birth name for convenience since it doesn't bother me, and I don't mind people referring to me as a girl and using she/her pronouns, but I do prefer being referred to with gender-neutral terms (e.g., person, partner, sibling) and they/them pronouns.
Perhaps that's something you can relate to. Perhaps it isn't. However you choose to identify depends on what label you feel best fits you. You can even choose to not label yourself at all if that's what you'd prefer.
