Most of the other options are also now requiring them.

I do not understand what is being said here.  One needs a prescription for any medication regardless of pharmacy.  Most of my doctors do this electronically directly with my pharmacy.  The only exceptions where I have needed a written script were Testosterone (back in the day) which is considered a "controlled" substance and for some reason Insulin.

When I see my doctor next month I will probably get a prescription for Estrogen, and I will ask for a written script as insurance will NOT cover it and I will have to shop around.

Am I really confused?

What I had thought about doing before I found a doctor who was willing prescribe estrogen was just go to PC doctor x and tell them you are female and need HRT.  If they want to examine you refuse and demand HRT.  If they can't examine you they won't be able say you are a man and there is no law compelling you to be subject to an examination.  I don't know if that would work but I had thought about trying it.  I mean without an actual examination they really don't know what someone is regardless of physical appearance.  If they refuse threaten a law suite.  I bet that would get the pen moving.
