I used to live in Bellflower, and I can believe that the city council is stalling because they do not have the courage to make any decision. When I lived there, there were a very prolific number of right leaning religious organizations, a couple of which have changed some element of direction, but still they are a strong political consideration. This piece is journalistically waffling, and does not give any real example of a stall contained in the actual complaint, which they could have gotten a copy of, and thus is more likely to give residents ammunition against the church.
